摘要
高校作为国家科学技术创新的重要基地,其R&D活动的经费是重要的财力支撑,也是衡量高校R&D活动水平的关键性指标。1999年—2008年10年间,我国高校R&D经费得到了大幅度的提高,但同时也存在着诸如经费投入规模不足,比重偏低、来源与支出结构不合理、对GDP增长贡献率较小等问题。因此,保证政府的持续投入,加大基础研究的力度,增强高校自主研发意识是解决问题的重要途经。
HEIs are important base of national scientific and technological innovation,and its R&D funds are not only the important financial support but also the key indicator of evaluating the R&D activities.
