目的设计一套适合城市生活垃圾减量排放的系统模式,以实现我国城市生活垃圾减量化、排放最优化的要求.方法在分析我国城市生活垃圾的现状及存在问题、借鉴国外城市生活垃圾处理的成功经验的基础上,采用横、纵向相结合的改进方法,进行城市生活垃圾减量排放模式设计.结果横向端注重生活垃圾全过程管理的系列流程:源头排放→中间收运→末端处理;纵向端按照点线面的原理来处理减量排放:居民→社区→区级→市级;功能基础操作端充分支持横向与纵向的结合,在政府市级的宏观调控下,以各环节的基础为基本的工作单位,实现一种具体的能达到生活垃圾的减量化、资源化、无害化的可行模式.结论城市生活垃圾减量排放模式对于改善城市环境污染、节约资源、促进经济可持续发展起到积极地促进作用.
