The Measures on Aid and Management for Urban Vagrants and Beggars took effect in China on August 1, 2003, to replace the two-decade-old Measures for the Internment and Deportation of Urban Vagrants and Beggars. During that transformation, the principles of voluntary participation and free aid were highlighted. The new regulations are designed to protect citizens' right to liberty of the person. That is clear proof the socialist construction of China's legal system continues to evolve.
2003年8月1日,中国《城市生活无着的流浪乞讨人员救助管理办法》正式施行,旧的收容遣送办法同时废止。从“收容遣送”到“救助管理”,救助的自愿原则是此次变革的关键。这一转变体现了中国对公民人身自由权的重视与保护,反映了中国社会主义法制建设的进步。
