发展是妇女工作的主题。多年来全国妇联围绕“双学双比”和“巾帼建功”两大主题活动开展城乡妇女工作,取得了巨大成就。进入新世纪,党的十六大规划了全面建设小康社会的宏伟蓝图,中国妇女九大向全国妇女发出了“创造新岗位,创造新业绩,创造新生活”的号召。为此全国妇联发展部提出了“服务大局,服务妇女,服务基层”的口号,确定了今后5年妇女发展工作的总体思路和基本目标,决心构建城乡妇女发展的新平台。
