环境规制、环保投入与中国企业生产率--基于中国企业问卷数据的实证研究

Environmental Regulation,Environmental Protection Investment and Productivity:An Empirical Study Based on Questionnaire of Enterprises in China

本文利用2006年12城市中国企业的调查问卷实证研究了环境规制对企业生产率的影响及机制。研究发现,环境规制及其强度与企业生产率之间存在着稳定、显著的正向关系。这表明中国企业有能力承受更高的环境标准,预示着我国的污染控制政策对企业实现污染减排起到了积极作用;环保投入与生产率实现"双赢",并利用工具变量法处理了环保投入可能具有的内生性是否会导致估计偏误;不同行业、规模和区位的企业面对环境规制,其生产率有不同的表现,表明不同的企业对环境规则带来的压力的消化能力有差异。本文的研究为针对企业的环境规制政策提供了如何操作的微观证据。

This paper provides an empirical analysis of the relationship between the envi-ronmental regulation,environment protection investment and total factor productivity based on the sample of enterprises of 12 cities in the China.Our empirical results suggest that the contemporaneous impact of environmental regulation and it’s intensity on productiv-ity exists the stability and significant positive relationship,indicating that Chinese enter-prises have ability to withstand higher environmental standards.Environmental protection investment and productivity can achieve win-win.Different industries,size and different geographical locations show different performances about TFP,suggesting that the pressure of rising costs of digestion are different under environmental regulation.Our research could provide the micro evidence for formulating a policy which solving the problems of environ-mental regulation.
