Incentive Compatibility, the Size of PTA and World Free Trade

本文在激励相容条件下分析了几种不同类型的互惠贸易区与世界自由贸易的关系 ,分析结果显示 ,一个实行开放成员国地位的关税同盟可以实现世界自由贸易 ,但是当关税同盟以追求成员国福利最大化为目标时 ,关税同盟的扩张不可能最终实现世界自由贸易。对自由贸易区来说 ,由于外部激励相容条件的约束 ,不可能通过自由贸易区的自我扩张实现世界自由贸易。本文还研究了实行 Kemp- Wan外部关税调整的互惠贸易区与世界自由贸易的关系 ,结果显示 ,实行Kemp- Wan外部关税调整的互惠贸易区可以通过自我扩张最终实现世界自由贸易 ,因此 ,实行Kemp- Wan外部关税调整的互惠贸易区是促进而不是阻碍了世界自由贸易。

This paper analysis the relationship between incentive compatibility, preferential trade areas (PTAs) and world free trade. The result shows that an open-membership Custom Union will lead to world free trade, but when the member country pursue the goal of welfare maximization, then its action will hinder world free trade. The paper also show that a Free Trade Area cannot expand to include the whole world because of incentive compatibility constrain. If a preferential trade regions practice Kemp-Wan tariff adjustment, its expansion will cause world free trade, so a Kemp-Wan tariff adjustment PTAs is a“building blocks” rather than “stumbling blocks” to world free trade.
