The characteristics of flexibility,phase and consistence of reforming Chinese rural land system

本文讨论了当代中国农村土地制度改革过程的变通性、阶段性和一贯性,认为:农村土地制度改革的发生和发展以一种"换药不换汤"的方式不断前进,其结果是"汤药并换",但达成这一结果的过程却"润物细无声";农村土地制度变迁过程可以划分为几个明显的不同阶段,每一阶段都存在着需要解决的特定问题,规定着特定的改革目标和任务;从外观上看,20多年的农村土地制度改革是"摸着石头过河",似乎缺乏改革方案的系统设计,但在纷繁复杂的诸多"变通"的、有时还矛盾的历史形式之下,却有一条不依人们的主观愿望为转移的"红线"贯穿始终。

By analyzing the characteristics of flexibility,phase and consistence in reforming Chinese rural land system,this paper argues that the reform is a course of imperceptible development which results in complete change of the old system.The course can be divided into several distinctive phases in which present different problems and define different tasks.It is a trial to reform the land system with an inner line which is not changed by subjective idea of man.
