论技术壁垒及其有效利用

On Technical Barriers of Trade (TBT)and Available Utilization

分析了技术壁垒的形式、特点和机理的作用机制以及它对发展中国家的经济影响;最后针对我国的实际情况提出了完善标准、法规体系,构建特色认证、认可体系;鼓励企业参与竞争,实现技术壁垒的整体跨越;以市场为依托,合理利用TBT等建立有自我特色的技术壁垒体系的相应政策建议。

As tariff barriers, the goals of TBT are also to form a control mechanism on price and quantity so as to protect the native economy and limit the imports from outside. TBT, different from tariff barriers, realizes this purpose via establishing technical norms, standards and reasonable assessment procedure. Therefore it has more rationality, complexity, concealment and flexibility, and cannot lead to trade revenge. The article, first displays a general analysis on the forms, features and mechanism of TBT; secondly shows some possible impacts of TBT on the economy of the devel-oping countries, and finally puts forward some corresponding suggestions about policy according to the actual circumstances of China.
