对金融支持农田水利建设的思考

Financial Support for the Construction of Water Conservancy in Rural Area

水利是农业的命脉,是关系到农业增效、农民增收、农业持续发展的关键。长期以来,农田水利建设一直是靠政府号召、政策引导、财政投入的方式开展,农田水利建设投入不足的问题始终存在,农田水利基础设施建设依然薄弱,这些问题已成为制约农村经济发展的重要因素。传统的组织方式、投入机制已经不能适应新的形势,迫切需要加大信贷资金的投入,还要从体制、机制上解决一系列矛盾和问题。本文结合白城市农田水利建设现状,就金融支持农田水利建设的可行性进行深入研究探讨。

Water conservancy is the lifeblood of agriculture, is related to agricultural efficiency and rural incomes, agricultural development. For a long time, farmland water conservancy construction is supported by government finance. The problem of insufficient investment is still existing which has become the obstacle for rural economic development. It is urgent to increase investment to the rural water conservancy and solve a series of contradictions and problems in present systems and mechanisms. In this paper, based on the construction of farmland water conservancy status of the city of Baicheng, we study the feasibility of financial support of farmland water conservancy construction.
