Traffic volume during rush half-hour in a intersection in Hohhot is surveyed and analyzed,traffic congestion of Hohhot in rush hour is heavy,which result in high external cost.Applying external cost of road traffic congestion's estimation model,external cost of road traffic congestion in Hohhot in 2008 is estimated,and suggesting that Hohhot should alleviate traffic congestion by congestion charging.
