Consolidating intellectual property strategy ability for promoting the development of emerging industries of strategic importance

发展战略性新兴产业已成为后金融危机世界主要国家抢占新一轮经济和科技发展制高点的重大战略,如何保证其快速有效的发展已成为研究者和政策制定者近期关注的焦点。本研究认为,提升知识产权战略能力是推动战略性新兴产业发展的基本保障和有效途径。本研究从相关的经济与政策背景出发,基于对现有研究的回顾与存在问题的分析,强调在发展战略性新兴产业中提升知识产权的创造、运用、管理和保护战略能力的紧迫性、重要性与战略意义,并简要讨论了政策建议与发展模式。

The urgent development of emerging industries of strategic importance has become the great strategy of controlling new economic and technology development for major countries in the world after a new round of financial crisis.In the context,how to guarantee their fast and effective development has become the focus of researchers and policymakers.This study suggests that consolidating intellectual property strategy ability is a basic safeguard and effective way of promoting the development of emerging industries of strategic importance.Based on reviewing extant research and discussing existing problems, this study,in the context of relevant economic and policy background,demonstrates the urgency,significance and strategy of promoting the intellectual property's creation, utilization,management,and protection in the development of emerging industries of strategic importance.Finally,this study briefly discussed some basic policy suggestions and development pattern.
