University Office as a primary school administrative institutions,plays a vital role in normal operation to the overall work of the school from the point of view of position and functions.The new situation and new developments and the emergence of new tasks and new challenges propose higher level to its quality of work.Under the guidance of 'concept first',in order to guide the work of the university management and development concepts for innovative ideas and reform,and carry out school activities better,improve the effectiveness of the overall school operation,promote positive development of school.This paper conduct a comprehensive study of reform of universities management concept.
