云南大山包限制开发区的经济发展初探

云南大山包在我国新一轮的国土规划中属于限制开发区,其特点是资源环境承载能力较弱,是典型的生态脆弱地区,同时又是贫困人口的集中分布地区,面临着保护生态环境和发展经济来缓解贫困的尖锐矛盾。云南大山包必须实现经济与自然和社会发展在空间上的和谐,在保护中求发展,在人口和农牧业发展上以养育模式为主,充分利用自然条件优势,发展生态旅游业,在发展中要把其建为昭通市的区域性生态屏障区。既要"带着脚缭起舞",又要做到又好又快的发展。

Yunnan Dashanbao belong to restricted zone in a new round of land planning,its character is weak resources and environment carrying capacity,and a typical ecological fragile areas,while it is the poor concentrated distribution area,facing the acute contradictions of protecting ecological environment and economic development to alleviate poverty.Yunnan Dashanbao attracts the realization of economic and social development and natural harmony in space,to developin in the protection,to parenting styles in population and agricultural development,full use of advantages of natural conditions,develop eco-tourism,we should build the Zhaotong as its regional ecological buffer zone in the development.We should not only 'dance with leg irons ',but also to do good and fast development.
