摘要
本文认为,民族权利是自治条例的立法基础,因为在法律性质和特点上,自治条例是维护民族权利的立法,是实施民族区域自治制度的配套立法,是规定当地自治权的具体立法。完善我国现有的自治条例,必须在内容和技术两个方面贯彻和体现它的法律性质和特点。
It is pointed out in this paper that national rights are the legislation foundation for autonomous statutes because autonomous statutes are the legislation to safeguard national rights, to put the system of regional national autonomy into effect and to stipulate the local autonomy. Therefore, in perfecting China's autonomous statutes, it is necessary to manifest the property and characteristics of the statutes.
