推进公安社会管理创新 回应社会的新期待

Promoting the Administrative Innovation of Public Security and Feedbacking the Anticipation of Society

推进公安社会管理创新是时代的呼唤,是加快经济社会发展、推进政府职能转变、保障人权和改善民生、促进社会稳定和谐的需要。公安社会管理存在管理观念落后、管理与服务错位、体制机制不合理、基层警力不足、民警素质不适应创新等问题。应以理念创新为先导,创新公安内部体制,创新管理运行机制,发掘社会管理资源,完善公安绩效考评。

Promoting the administrative innovation is the calling of time and is the need to develop the economic society,transform the government function,protect human rights,improve people’s livelihood and promote the society stability and harmony.The problems in social administration of public security include backward concept on administration,mismatch between management and service,unreasonable system and mechanism,a lack of police strength,unsuitable police capacity for innovation,and so on.We should make the theoretic innovation as guidance,innovate the inner mechanism of public security and operative system of management,explore the social administration source,and improve the performance appraisal system.
