浅议网格化侦查机制

On The Mechanism of Gridding Investigation

在社会转型期,各类矛盾凸显,突发性犯罪、预谋型犯罪增多,被动型侦查模式已经不能适应打击犯罪的需要。借鉴网络技术理论中网格的理念,将侦查的对象进行网格化的划分,并在网格的节点上合理布置警力,开展侦查工作,一方面可以提高侦查的效率,另一方面也有利于主动出击,预防和打击突发性犯罪。推行网格化侦查机制,需要从其内部构成要素和外部环境方面整体把握,既要通过调整使其结构合理化,又要为其提供必要的保障,使其能与外部环境相协调,保证其效能的最大化。

With the rapid development of economy in China,the movement of people and goods are significantly enhanced,especially the 'Family Separation' has brought new challenge for the criminal investigation.During the period of social transition,various contradictions arise: sudden crimes and aforethought crimes increase,and therefore,the passive investigation mode cannot adapt to the needs of the crime beat.Benefiting from the concept of grid in the network technology theory,we can divide the object of the investigation into grids,and arrange the police to investigate in the grid.In this way,we can not only improve the efficiency of investigation,but also attack the crime actively.To put the Gridding Investigation into operation,we have to make sure that the elements of its internal and external environment should be coordinated and that it can work best.
