Building the digital learning community is an effective approach to promote the building of the learning city.This paper puts forward the countermeasures on the problems occurring in the development of digital learning community,which are related to learning platform and learning resource construction,learning center construction,learning support and public service system construction as well as the operating mechanism,etc.
