Government-function transformation in reforming the old industrial base in the Northeast

在振兴东北老工业基地问题上,调整所有制结构、加快市场化发展、提升产业结构等方面,往往是人们首先考虑的主要内容。但探索东北老工业基地经济发展相对落后的更深层的原因,应指向政府职能转变和社会观念更新这两个关节点上,而寻求如何转变政府职能和更新社会观念时,应充分认识到它们与政府组织中存在的利益格局与人们中间"小富即安"的观念有着密切的关系。振兴东北老工业基地应以转变政府组织内部的利益格局和改变人们安于现状的社会观念为理论研究和实践探索的重点。

In the process of reforming the old industrial base in the Northeast area, two issues are to be considered: the government-function transformation and the updating of social concept. The conduct of the two is closely associated with the structure of interests inside government agencies and the traditional concept that 'once you are rich, you should be content'. It is argued that the reforming of the old industrial base should start from the transformation of the government function and updating the traditional concept.
