Analysis of Open Government Information Arising in the Process of Administration

针对行政过程信息是否公开这一立法和实践均未有定论的问题,以最高人民法院发布的《关于审理政府信息公开行政案件若干问题的规定(征求意见稿)》关于免于公开范围为讨论出发点,从政府信息概念出发对行政过程信息的公开性以及公开与否的判断标准进行讨论,以期对行政过程信息的公开问题有更深的认识。

With the implementation of Regulations on Open Government Information,there're considerable debates surrounding the issue of whether the government information arising in the process of administration should be disclosed.This dissertation focuses on government information arising in the process of administration in the field of legislation and practice to have a better understanding of the openness of government information arising in the process of administration.
