哈尔滨作为共产党领导下解放最早的大城市,在1946年《哈尔滨市施政纲领》中确立了哈尔滨经济法制建设的立法宗旨,即"发展生产、繁荣经济、公私兼顾、劳资两利"的原则,并于1948年开始进行了一系列的劳动立法活动。这些法律法规的制定和执行,积极推动了哈尔滨解放区的经济发展,保障了工人的权利。

As the first liberated big city led by the Communist Party,Harbin established the legislation tenet of the economic and legal system in 'Harbin Policy Agenda' in 1946,following the principle of 'production development,economic prosperity,public and private interests to be consideration and both get benefit',Harbin also released a set of laws and rules in the areas of laboring from 1948.These legal regulations formulate and execute,and promoted the development of economy in Harbin liberated area and protected the rights of workers.
