根据当前社会上访现象日益严重的现实,从个案入手剖析引发上访严重的原因可以发现,上访高发现象在很大程度上是源于公权力缺乏公信力,部分社会矛盾处理方式不当,存在司法腐败及其评价、救济方式不当,缺乏法律职业共同体统一操作等原因造成的。解决此种现象需要施行整合司法行政资源、建立大司法行政框架,加强法律援助工作,加快审判制度改革等对策和措施。

There are a lot of reasons that cause the frequent and increasing appeals now,including the absence of public faith force in the power,the improper resolution of some social contradictions,judicial corruption,inappropriate judicial evaluation and remedy,the lack of legal professional community's behaviors,etc.In order to solve the predicament of appeals,we need to take a lot of steps such as integration of judicial and administrative resources,establishment of a general judicial and administrative frame,improving the practice of legal assistance and accelerating judicial system reform.
