及时有效规范煤炭经济中的不正当竞争行为,保护国家、社会、其他企业和消费者的合法权益,应该从几方面加大工作力度:加强立法和行政执法力度;保护正当竞争;发挥行业自律作用;整顿小煤矿;实行采矿权有偿取得制度。

To effectively remove unfair competition in coal industry and to protect the legitimate rights and interests of the state, the society,other enterprises and the consumers,enhanced efforts should be made in legislation,law enforcement,and protection of fair competition. The industry should promote its self - governance; small mines should be re - organized; paid mining right system should be adopted.
