人力资源已成为现代经济发展最重要的资源 ,经济发展的潜力取决于人力资源的开发利用程度。本文依据经济学理论 ,分析了人力资源的资产特性、外部性、蛛网效应、机会成本、边际效用、乘数效应等开发利用的经济问题 ,对于我国市场经济条件下人力资源开发利用具有理论和实践的意义。

The human resources is most important resource for the development of the modern economy, it determine the potential of the economic development. In this article, many economic problems including the asset characteristic, externality, the cobweb effect, the opportunity cost, the marginal utility, the multiplier effect, ect.are analyzed and these problem shave a significance for both theory and practice.
