农户农村土地退出意愿综合影响因素探讨——基于重庆户籍制度改革的实践

An Analysis of the Willingness and its Influencing Factors of Households' Giving up Their Lands

构建了农户土地退出意愿分析框架,基于重庆市1 829户农户的调查数据,运用有序Probit模型,分析了影响农户土地退出意愿的因素及其方向。研究结果表明:户籍制度改革背景下,退地补偿因素和政策因素是影响农户土地退出意愿的重要因素;个体特征因素、家庭特征因素是影响户农户土地退出意愿的基础因素;土地经营与利用因素、社会保障因素、生计与生活因素是影响农户土地退出意愿的根本因素。具体来讲,户主年龄、家庭主要成员是否定居城镇、家庭是否有稳定非农收入来源、家庭主要成员是否参加新农保、"两地"是否闲置,以及对退地后住房、医疗与养老保险、生活质量的预期、退地补偿与购房补贴是否按时足额等,对农户土地退出意愿有显著的正向影响;而户主是否长期在外非农务工、"两地"是否有位于城镇规划范围、退地政策是否多变以及退地后是否担心就业问题等对农户土地退出意愿有显著的反向影响。

This paper establishes the the framework of he willingness and its influencing factors of households' giving up their lands,take the example of Chongqing's survey data of 1,829 households,applies ordered Probit model to analyze the impact of the factors that farmers quit the land and its directions.The results show that: compensate for giving up their lands and policy is the key factors to influent on the households' willingness to give up their lands;individual characteristics,family characteristics is the basic factors to influent on the households' willingness to give up their lands;land use,social security,life and livelihood is the fundamental factors to influent on the households' willingness to give up their lands.Specifically,two lands' left idle,the factors of compensate for giving up their lands and policy have a significant influence on the households' willingness to give up their lands,the owner of household,family members are settled mainly urban,non-farm families have stable source of income,whether the principal members of the family to enjoy a new farmer's insurance,medical and pension insurance,life Quality expectations,back to compensation,whether,housing subsidies are full and on time,the land out to farmers will have a significant positive effect;whether,the owner is out the long-term non-agricultural workers,whether,two land lie in the scope of urban planning,land policy is changing back,back after being worried about employment,the land out to farmers will have a significant negative impact.
