农机购机补贴政策发展的主要制约因素及相关建议

Main Restrict Factors and Relative Suggestions for the Development of the Policy of Subsidizing Agricultural Machinery Purchasing

为鼓励和支持农民使用先进实用的农业机械,进一步加快农业机械化发展进程,提高农业综合生产能力,促进农业增产增收增效,我国政府实施了农机购置补贴政策。随着国家对农机购机补贴政策实施力度的不断加大和各地实际情况的差异性,农机购置补贴相关政策在实施中依然存在着各种制约因素,包括投入不足、区域发展不平衡、农机新装备研发滞后和监管不够完善等。为此,通过调研比较和分析,提出了落实农机购置补贴政策的相关建议。

For encouraging and supporting farmers to take use of advanced and practical agriculture mechanical,speeding up the development process of agricultural mechanization,improving the comprehensive agricultural producing ability,and promoting agricultural output,income and efficiency,Chinese government has implemented a policy of subsiding agricultural machinery purchasing.As much more strengthen is forced during subsidizing and the diversity of different areas,there are still various limited factors existing,including insufficient input,unbalanced development among regions,imperfect regulation,etc.This article put forward some suggestions which is related to the policy through research comparison and analysis.
