“申遗”成功 贵在创新

Success in "Declaration of World Cultural Heritage" for the Innovation

2007年6月,"开平碉楼与村落"成功申报为世界文化遗产。回顾八年来走过的工作历程,有如下几点"申遗"经验:在思想观念上,要采取"保护为主,适度开发"的原则;在领导体制上,要将申报世界文化遗产的领导小组与政府领导班子,以及进行相关工作的同志联合起来;在调研方法上,以组建普查工作小组、进行专业普查、组织驻村干部进行深入调查的方式,建立真实、可信和全面的数据库;在宣传形式上,坚持以人为本,以此获取群众对申遗工作的理解和支持;在保护方式上,把对文物的征集、修复和保护,结合实际情况,做了新的尝试,并通过建立健全法规的做法,进一步强化市民的依法保护意识;在管理机制上,建立了组织协调、科学计划、信息互馈、工作监督及业绩奖惩等科学管理运行机制。

In June 2007,'Kaiping Diaolous and the Villages'was declared the World Cultural Heritage. Looking back the last eight years 'work on it,there are several pieces of experience as follows.First,on the con- cept aspect,the principle of'give priority to the protection and develop reasonably'should be adopted;Second, on the aspect of leadership system,leader groups responsible for the declaration and government leader groups as well as associates who undertakes relevant tasks should be united;Third,in the aspect of investigating methods, to establish the real,reliable and complete database by setting up working teams of general investigation,making professional census ard organizing cadres in the viuages to do deep survey,should be considered;Forth,on the aspect of publicity forms,people-oriented policy should be insisted to gain the understanding and support from the public;Fifth,on the aspect of the protective ways,according to the reality,new efforts for collecting,rehabili- tating and safeguarding cultural relics are taken,and the citizen's consciousness on the legal protection is further enhanced by strengthening the laws and regulations;Sixth,in the aspect of management institutions,the operation institutions of scientific management are established,such as organizational coordination,scientific schedule,mu- tual feedback of information,work supervision and rewards and punishments of performance.
