本文从造船和海洋航运政策、对本国海商和外国商人的政策、对进出口的管理措施和关税等三个方面,就清朝前期与英国海外贸易政策进行了比较研究。通过比较可以看出,清朝与英国在海外贸易政策上的差别,从政策倾向性上说是一种限制海外贸易和促进海外贸易的根本差别。

The topic discusses the differences of Qing dynasty and English overseas trade policy in 17-18th centuries:the policy of shipping and navigation;the policy to the businessmen; the policy to the goods and tariff.From the comparison,we can conclude that the trend of Qing overseas trade policy was restrictive while the trend of England was protective. The article discusses the differences in overseas trade policies between Qing dynasty and Great Britain during the 17-18th centuries.The trade policies include the shipbuilding and navigation,the government regulations towards local and foreign investments, trade agreements and tariffs of import and export goods.From the comparison, we can conclude that the overseas trade policies of the Qing dynasty were mainly restrictive while that of Great Britain's were largely protective.
