弃水调峰损失电量计算方法探讨及成本分析

摘要 目前我国存在大量的弃水调峰电能,造成水电厂弃水调峰的原因较多,涉及的问题比较复杂,主要是受电网负荷结构、电网客观条件、水库调节能力、火电综合调峰能力、经济政策等因素的影响。本文对水电站弃水电量的计算方法进行了探讨,分别从理论上和实际运行中确定了弃水电量的计算方法。然后对水电站弃水调峰的成本进行了分析,认为弃水调峰增加的成本主要表现为弃水电量的损失。最后提出应当根据水电站弃水调峰的电量以及弃水调峰的成本给予其适当的补偿。 At present,a great quantity of water is wasted for peak modulation purpose,which could be used for power generation in our country.The causes of hydropower stations wasting water for peak modulation are complicated,including the load structure and impersonal condition of power grid,adjusting capability of reservoir,integrated peak modulation capability of thermal power plants and economy policy.This paper discusses the calculation method of abandoning energy both in theory and in practice.Then the paper analyses the cost of wasting water for peak modulation and the increased cost is mainly determined by the loss of abandoning energy.Finally the authors propose that compensation fees should be paid to hydropower stations according to their abandoning energy and cost of wasting water for peak modulation.
