摘要
能源可持续发展对法制的要求是有序、合理、规范、有权威性的制度供给。现阶段的节能法律规制不能满足需要,存在层次不够高、体系不够全、强制性弱等问题。对其完善应该借鉴国外先进经验,明确重点,建立体系,完善制度,强调责任,加大资金投入。
Legal requirements for sustainable energy development is orderly,rational,standarded.authoritative system supply.At present.the system can not meet the needs of energy-saving legal rules,which are not at a high level,wide system and weak enforcement.The advanced experience of foreign countries should be learned from to establish systems,emphasize responsibility and increase the input of capital and system for the perfection.
