我们在学习理解掌握新发展观时应以自由看待发展 ,以发展的态度认识新发展观 ,从政策拉动走向制度建设 ,用新的发展观来看GDP。同时 ,我们应坚持以人为本的全面、协调可持续性发展 ;在科学发展观指导下 ,完成跨越性发展 ;树立循环经济概念 ,减少发展成本。

While we understand the new development view, we should keep the following points in mind: 1. to treat development with freedom; 2. to learn the new development view with the developing attitude; 3. to move toward system construction from policy promotion; 4. to treat GDP with the new development view.
