The rapid development and the prevalence of Internet enable college students to fully enjoy the conveniences brought by high-tech. Meanwhile, it also causes the severe loss of network morality. Hackers' attacks, the spread of unhealthy information and the penetration of western culture have had great influence on college students, which requires colleges and universities to undertake series of measures such as guiding students' psychology, drafting regulations and restricting students' network behaviors etc. to control and strike so as to ensure the safe operation of the network information system and the safe transmission of the information.
