内蒙古民办教育的路径选择与政策创新探索

摘要 《民办教育促进法》颁布以来,在全社会引起了一系列激烈的争论。这些争论在实质上都围绕这样两个问题:应该如何认识民办教育的公益性?如何合理界定民办教育的非营利性内涵?本文正是在对这两个问题进行剖析的基础上,对我区政府及教育主管部门在制定有关民办教育的政策时需要注意的问题提出建议。 Since the Law of the People's Republic of China on Promotion of Privately-Run Schools comes into force,a series of heated arguments has been arising in the society.All these arguments are essentially focused on the following two questions:How to understand the public interest of the non-government funded education? And how to define the non-profit connotation of the non-government funded education? In this paper,based on an analysis of these two questions,the author put forward suggestions toward the questions that the education department responsible for the work should note well while drafting relevant education policies of privately-run schools.
