China's national standard choice of the third generation mobile (3G) communication and relevant licensure are discussed involving mainly the time and quality. The problem reflects the domestic and international contention of market share among different interests. How the state competent authorities recognize and choose will unavoidably make a significant impact on China's IT industry and related businesses because they are not only the administrative leader but also the agent of state-owned assets. So, from the angle of technical policy and communication regulations, it's necessary to analyze the choice of the 3G technology standard and its effect on the national communication and related industries. Some suggestions are thus set out on the developing policy the government should take so as to improve the core competence of the state mobile communication and maximize the state benefits.
