党的十六届四中全会在我们党历史上第一次提出和阐述了“构建社会主义和谐社会”的科学论断,并把它作为加强党的执政能力建设的重要战略任务,是我们党执政理念的一次升华。统一战线作为中国革命和建设的一个基本问题,历来与党的建设息息相关,与党的执政能力紧密相连,是提高党的领导水平和执政水平的重要环节,并且在增强党的执政能力,构建社会主义和谐社会中有着独特优势,发挥着独特作用。

The Party's 16th Assembly puts forward and elaborates the scientific conclusion of “Constituting Socialism Harmonious Society” for the first time in the Party's history, which is viewed as an important strategic task to strengthen the construction of the Party's ruling ability.
