Concept and Circumstance -Thoughts on the Construction of a Socialism New Village

社会主义新农村建设是一个系统工程,从某种意义上说,它要具体化为两个条件的创造,一是要转变观念,二是要改变环境。也就是在建设中使农民成为建设的主体,树立新观念,打开新视野,并在改造原有的环境当中全面推进和展开新农村建设。

The construction of a socialism new villages is a systematic project. To a certain extent, it can be concretized into the creation of two conditions. One is to transfer concept; the second is to change circumstance. That is to say, we should put villagers in the leading role, set up new concept, open new horizon, promote and develop the construction of new villages in a full scale while reforming the old circumstance.
