Under the background of reforming and innovating the teaching of 'civil servant system',combining the characteristics and requirement of quality elective course,this paper puts forward that the design of the course content should focus on the integrality,practicability and forward looking and the teaching method should apply the flexible teaching mode with the coexistence of traditional and modern characteristics.
