电力是城市发展的基础,城市是电力负荷的中心。电力促进城市低碳发展是必然趋势,城市低碳发展需要电力绿色先行。近年来,特别是"十一五"时期,电力行业转变发展方式,采取了调整结构、优化布局、节能降耗、控制污染、应对气候变化等举措,实现了电力又好又快发展。电力作为城市能源供应的基础产业,在保障安全、可靠供电的同时,优先配制无污染的水电、核电、风电等可再生能源,优化配制高效清洁的火电,加快发展热电冷联供,并加强用电侧管理,为城市提供了绿色动力,支撑了城市低碳发展。

Electric power, as the fundamental industry of energy supply for cities, not only guarantees safe and reliable power supply, but also distributes as priority such renewable energy as hydropower, nuclear power and wind power, distribute as optimization high efficiency thermal power, accelerates the development of combined heat and power supply, and strengthens demand side management. All these help to provide green power for cities and support cities to develop in a low carbon way.
