民族地区的电子政务建设不能简单照搬发达省市的经验模式,而必须根据民族地区行政环境的特殊性制定相应的发展策略。经济因素、社会信息化水平以及人力资源构成是制约民族地区电子政务发展的关键性因素。民族地区的电子政务建设必须坚持为民族地区社会发展服务这一根本宗旨,必须同民族地区行政环境的整合开发有机结合起来。一方面,通过行政环境的整合开发来推进民族地区电子政务建设;另一方面,通过电子政务建设全面改善民族地区的行政环境。

The electronical government affair construction of the minority area should simply copy the experiential pattern of the advanced provinces and cities.The developmental strategies must be made according to the particularity of the administrative environment of the areas. The economy factors,the level of the social informationalization as well as the construction of the manpower arairs of the minority areas. Its construction must have the tenet to serve the social development of the arears and must be combined to the development of the administrative enviroment of the areas. On the one hand,the development of the administrative environment can improve the construction of the electronical government affairs;on the other hand,the development of the electronical government affairs will improve the administrative environment of the areas.
