在继续深化改革的过程中,公安行政审批制度如何避免误区,实现制度创新呢?首先必须转变管理观念:树立还权和放权观念,“变管理为服务”;其次要统一制度和法律的保障;第三要强化对权力的监督,大力增强监督的独立性、公开性和民主参与程度;最后要大力提高警察尤其是基层民警的责任意识、法律意识和综合素质。

How do we make an innovation in the public security ddministrative system for examination and approval in the process of deepening the reform? First we must change our management idea, that is to acquire the concept of delegating, turn management into service. Second the reform needs the guarantee of unified institutions and law. Third we must exercise effective supervision over power, and improve the independence, publicity and democratic level of the supervision. Last we should enhance the liability consciousness, legal awareness and comprehensive quality of the police, especially of grass-roots police.
