振兴东北老工业基地的产业结构演进绩效评价

A Performance Evaluation of Industrial Structure Development in the Revitalizing the Northeast Old Industrial Base

我国提出"振兴东北"政策以来,经过近十年的发展,其效果如何,成为大家比较关心的问题和东北老工业基地继续发展的依据。本文根据产业结构相关理论,利用统计学等各种产业结构定量分析方法,评价东北老工业基地产业结构演进绩效,并分析其原因和演进机制,最后得出如下相关结论与启示:东北老工业基地的产业结构演进绩效不显著,主要是由于东北老工业基地发展过程中的路径依赖、投资结构不合理、技术升级缓慢和生产要素配置效率不合理造成的,因此,需从解决以上四个问题的角度采取相应的政策和措施,才能提高其演进绩效。

What effect has achieved in the northeast old industrial base since proposed revitalizing the northeast in China,which is a problem we are more concerned about and basis for continuing to develop the northeast old industrial base.The paper evaluates performance of industrial structure development in the northeast old industrial base by using statistical and other quantitative methods of industrial structure and analyzes its causes and evolution mechanisms,finally draws relevant conclusions and revelation based on the theory of industrial structure.The performance of industrial structure development in the northeast old industrial base is not significant.It mainly due to path dependence,irrational investment structure,slow technological upgrading and irrational the production factors allocation efficiency in the development of the northeast old industrial base.Therefore,it needs to take policies and measures from the perspective of solving four questions to improve the performance of its evolution.
