为应对国际金融危机影响,国家相继出台了十大重点产业振兴规划及政策措施。而重点产业调整和振兴政策在利用"倒逼机制"促进我国产业技术升级改造和结构调整的同时,必将对我国城市发展与规划产生重要影响。具体表现在:重点产业振兴政策将有助于拉动内需,扩大城市经济总量,拉动城市经济持续增长,促使城市充分利用国内外两种资源与两个市场,通过产业重组与结构调整加快城市产业结构优化升级,构建现代产业体系;重点产业振兴政策将加快新一轮全球产业向国内城市转移,东部沿海地区产业向中西部地区转移,外向型经济发达的城市产业向内陆欠发达地区转移,联合建立产业转移园区;重点产业振兴政策将通过鼓励大企业集团兼并重组提升城市产业集中度和国际竞争力,通过提高企业自主创新能力提升城市科技实力和产业竞争力;重点产业振兴政策将进一步加大落后生产能力淘汰力度,推动城市节能减排,鼓励发展循环经济,降低城市环境污染;同时,重点产业振兴政策要求在城市规划中,要关注产业发展规划的内容,把编制城市产业规划放在突出重要的位置,要配合城市住房制度改革进行总量和结构控制,配合基础设施建设做好城市交通规划,更多地致力于城市发展战略规划的研究,大力推进城市规划的基础性研究工作。
