基层统计执行力评价研究

Study on the Evaluation of Execution of Grass-roots Statistics

基层统计是否有执行力,其所指就是基层统计工作人员能否不折不扣地执行方法制度不动摇,能否脚踏实地地深入调查现场采集最真实最原始的第一手资料。基层统计执行力的提高是当前统计系统所面临的最直接、最严峻的现实问题,本文在现有执行力理论基础上,初步界定了基层统计执行力的内涵,分析确定了基层统计执行力的构成要素,提出了基层统计执行力评价的系统结构,并依据结构方程模型的理论及方法对基层统计执行力的现状进行了综合评价。

The grass-roots statistical executive power,which refers to whether the primary statistical staff implement system of statistical methods without wavering,down-to-earth to collect the first-hand information at the scene or not.Improving grass-roots statistical executive power is the most direct and serious practical problems faced by the current statistical system.Based on the existing theory of the executive power,we define the connotation of the grass-roots statistical executive power,analyze the constituent elements of the executive power of the basic statistics.Then we propose the system structure of evaluation of grass-roots statistics,in accordance with the theory and methods of structural equation model,this paper tries to make a comprehensive evaluation on the Current Situation of execution of basic statistics.
