鲁昕副部长准确地将现代职业教育体系的内涵概括为三个要素:即"适应需求、有机衔接、多元立交"。在现代职业教育体系建设中政府要成为构建现代职业教育体系的主导者;行业企业要成为构建现代职业教育体系的关键力量;学校要成为构建现代职业教育体系的中坚力量。哈尔滨职业技术学院对构建现代职业教育体系进行了积极的实践探索。

Vice-minister Ms.LU Xin summarized accurately the connotation of modern educational systemas three factors,namely 'meeting the social demand,linking up organically,and setting up a multivariant vocationaleducation system.In the system construction of modern vocational education,the government should be thedominant power,the industrial enterprises should be the key power,and the vocational education institutes shouldbe the power of hard core.Harbin Vocational and Technical College has been carrying out an active practice andexploration for the construction of modern vocational education system.
