摘要
上海目前的社会保障体系和养老护理管理模式已无法应对上海老龄化和高龄化带来的一系列问题,建立老年护理保险制度是应对人口老龄化、完善社会保障体系以及建设和谐社会的必要措施。根据国际经验和上海现状,建议抓住关键要素,逐步建立上海老年护理保险制度。
Shanghai's current social security system and pension original nursing management model have been unable to cope with the series of problems brought by Shanghai aging,establish the elderly care insurance system is to deal with the aging of the population,to improve the social security system,the construction of harmonious society and the necessary measures.According to the international experience and the current situation of Shanghai,we suggest to seize the key elements,gradually establishing Shanghai elderly care insurance system.
