从政策管理到依法管理的历史性转变——《宗教事务条例》及相关法律法规

A Historical Change from Administration according to Policies to Administration according to the Law:Regulations on Religious Affairs and Related Law and Regulations

以《宗教事务条例》颁布实施为标志,我国初步构建了以宪法为核心,包括基本法律、行政法规、部门规章、地方性法规和政府规章等为主要形式的宗教法律基本框架,为2010年中国特色社会主义法律体系的形成做出了重要贡献,宗教工作实现了从政策管理到依法管理的历史性转变。作为我国第一部宗教事务方面的综合性行政法规,将党的政策主张法律化,将国家的宪法原则具体化,《宗教事务条例》确立了我国宗教事务管理九个方面的基本制度。

With the publication and implementation of Regulations on Religious Affairs,China has established a basic religious legal system in form of a series of basic laws,administration regulations,departmental rules,local regulations and governmental rules,with the Constitution at the center.It is an important contribution to the formation in 2010 of a socialist legal system with Chinese characteristics.Religious affairs administration in China has undergone a historical change from policy administration to that according to the law.As the first comprehensive administration legal document in the area of religious affairs,Regulation on Religious Affairs legalized CPC's policies,and specifies principles of the Constitution.It provides basic institution in nine aspects of religious affairs administration in our country.
