利比亚战争与欧盟对外行为方式的嬗变 被引量：1

摘要 在利比亚战争中,欧洲国家通过展现自身的硬实力以实现其外交政策目标。其间欧盟对外行为方式在表现出大国主导、欧盟追随的同时,也展现了成员国外交政策中的"欧洲化"特色,并且在成员国与欧盟之间初步形成了"大国舞剑,欧盟扛旗"的分工模式。欧盟对外行为方式的变化,既是成员国多样化国内利益和政策实践的反映,也是欧盟层面制度设计的结果。作为后冷战时代欧洲主导的第一场战争,利比亚战争对塑造欧盟的对外行为方式及国际地位产生了重要影响。
