英国“安全城市战略”的启示与借鉴

Inspiration from the Safer Cities and Community Safety Strategies of UK

1992年,英国内政部发表《安全城市与社会安全战略》,对“安全城市”的概念、评价标准、组织者、参与者以及建设步骤和方法做出全面规划.概括而言,“安全城市”建设就是新型历史条件下由国家组织、全民参与的犯罪预防工作,以犯罪预防效果和公众参与程度为评价标准；“安全城市”建设,是一项长期战略,必须分阶段展开,并且要具有可持续发展性； “安全城市”建设的具体措施不拘一格,所有有利于社会安全的方法和手段都可以通过“项目申请”的方式纳入“安全城市”工作体系之中.英国“安全城市战略”的经验和理念对“平安北京”建设具有启示意义,值得研究和借鉴.

In 1992,the Home Office of UK published the Safer Cities and Community Safety Strategies which give a whole plan of what a safer city means,how to judge a safer city,who bears the responsibility and how the procedures and steps should be.Totally speaking,the aim of the strategies is to prevent crimes by everyone in the society and should succeed if it helps to reduce crimes and to have most people join the work,which needs to be practiced step by step and developing sustainably.The strategies encourage new ideas,so,the ways and measures beneficial to the social safety are all possible by way of applying schemes.The experience and idea of the strategies could inspire our Peaceful Beijing Project and deserve to be used for reference.
