Briefly Discussing the Building Morality For the Routineers

本文提出了加强公务员道德建设的原因 ,以及加强公务员道德建设的“四个结合” ,即 :①坚持服务字旨 ,把对领导负责和对群众负责结合起来 ;②坚持以义统利 ,把个人价值和社会价值结合起来 ;③坚持以德为先 ,把思想教育与制度道德结合起来 ;④坚持重在建设 ,把破与立结合起来。

This essay gives the reasons for building morality for the routineers and its'four combinations':to insist on the service aim is to combine the responsibility for leaders with that for masses;to insist on joining duties and interests together is to combine the personal value with social value;to insist on putting the moral first is to combine the ideal eclucation with moral system;to insist on concentrating on consfruction is to combine the breaking with the building.
