摘要
在我国强力维稳的背景下,理性执法之于公安机关具有特殊的意义。理性执法基于公安民警政治意识和大局意识,强调对执法环境全面、理智的权衡和分析,正确恰当运用法律,兼顾情理,以期达到执法的法律效果、政治效果和社会效果的统一。相对于平和、文明、规范执法,理性执法具有政治性、思维性、理智性、统一性、沟通性的特点。
Based on the social background of maintaining social stability in China,rational law enforcement has a special significance to public security organs.Rational law enforcement emphasizes the political and overall awareness of the police,the comprehensive and rational balance and analysis of law enforcement environment and the proper enforcement of law by taking into account of the emotion and rules to achieve the unity of law enforcement effects in law,politics and society.Compared with the peaceful,civilized and formal law enforcement,rational law enforcement has the characteristics of politics,thinking,reason,unity and communication.
