A Discussion on the Basic Theory of the “STIE Strategy”

自公安部提出以"合成战、科技战、信息战、证据战"为主要内容的"四战"理念,藉此提高侦查办案水平以来,"四战"在侦查实践中得到广泛的运用,极大地提高了侦查能力,并推动侦查工作全面提升。但是对于"四战"基本理论的研究还处于探索阶段,有必要在"四战"实践应用的基础上,就"四战"的内涵、特征、要素、价值等基本理论进行探讨。

Since the Ministry of Public Security proposed the concept of 'STIE Strategy' with the synthetic strategy,technology strategy,information strategy and evidence strategy as the main content in order to promote the detective work,the 'STIE strategy' in the investigation practice has been widely used.It greatly improves the detection capability and promotes the comprehensive upgrade of detective work.But the study of the basic theory of the 'STIE strategy' is still in the exploratory stage,therefore,this paper intends to discuss the connotation,features,elements and value of the basic theory on the basis of the practical application of the 'STIE strategy'
